Certificate of return to the Republic of Azerbaijan
A citizen of the Republic of Azerbaijan whose passport has been lost, stolen or rendered useless in a foreign country, whose passport has expired, and a citizen of the Republic of Azerbaijan under the age of 18 who returns to the Republic of Azerbaijan together with him or a citizen of the Republic of Azerbaijan who has reached the age of 18 in a foreign country, as well as a stateless person living permanently in the Republic of Azerbaijan on legal grounds and the child under 18 who returns to the Republic of Azerbaijan together with him, or his child who has reached the age of 18 in a foreign country and lives permanently in the Republic of Azerbaijan, has the right to return to the Republic of Azerbaijan on the basis of a certificate of return to the Republic of Azerbaijan.
The certificate of return to the Republic of Azerbaijan is formalized in the embassies and consulates of the Republic of Azerbaijan in foreign countries.
There are two types of certificate of return to the Republic of Azerbaijan:
Return certificate intended for citizens of the Republic of Azerbaijan;
Return certificate intended for stateless persons permanently residing in the Republic of Azerbaijan.
The following documents must be submitted to the Embassy to obtain a certificate:
When the passport expires or its pages are full:
Filled application-questionnaire;
Original passport;
2 photographs (color, dull, size 3x4 cm);
Bank receipt confirming the payment of the state fee;
In case of lost or stolen passport:
Filled application-questionnaire;
One of the following documents with a photo on it - an identity card of a citizen of the Republic of Azerbaijan, a military ticket issued by the Republic of Azerbaijan or a driver's license issued by the Republic of Azerbaijan;
2 color photos (color, dull, size 3x4 cm);
Bank receipt confirming the payment of the state fee.
A government fee of USD 10 is paid to the Embassy's bank account at any Banco Santander Rio branch in Argentina

Note: Those who have a diplomatic or service passport, are studying in foreign countries (upon presentation of the relevant confirmation document), are engaged in teaching activities under the government, have been released from penal institutions in foreign countries, have been deported, readmitted, extradited from foreign countries, have been victims of human trafficking, or citizens of the Republic of Azerbaijan under the age of 18 are not charged a state fee for issuing a return certificate that replaces a passport to return to the country. In addition to these cases, in other cases, if a citizen of the Republic of Azerbaijan who has lost his citizen's passport in a foreign country or whose passport has been stolen, submits a confirmation document issued by the relevant police body of the foreign country, he shall not be charged a state fee for issuing a return certificate.
After submission of the above-mentioned documents by a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan, the Certificate is issued within 3 calendar days at the latest from the time of registration of the application-questionnaire.
In the absence of relevant documents confirming the identity of a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan, the diplomatic representation or consulate of the Republic of Azerbaijan shall, in order to verify the correctness of the information provided about him/her, through the relevant executive authority of the Republic of Azerbaijan, and in exceptional cases, directly to the Republic of Azerbaijan sends a request to the relevant executive authority.
If documents are sent by post, all postage costs are paid by the citizen. The embassy is not responsible for the loss or invalidation of documents when they are sent by post.
