According to the Law of the Republic of Azerbaijan "On Passports", the passport of a citizen of the Republic of Azerbaijan (hereinafter - passport) is a single document confirming the identity of a citizen outside the territory of the Republic of Azerbaijan, as well as issued to him for the exercise of the right to leave and enter the country.
According to the Decree of the President of the Republic of Azerbaijan No. 686 dated July 17, 2012, from September 1, 2013, new generation biometric passports are issued to the citizens of the Republic of Azerbaijan.
An electronic carrier (chip) is placed in the biometric passport. The name of the Republic of Azerbaijan, state coat of arms, country code, passport type, number, owner's surname, first name, patronymic, citizenship, place and date of birth, gender, individual identification number, blood group, name of the body issuing the passport to the electronic carrier (chip). date, validity period, passport holder's face image and fingerprint are included.
The new generation biometric passport is issued for a period of 1 year for children under 1 year, for a period of 3 years for children from 1 to 3 years of age, for a period of 5 years for children from 3 to 18 years of age, and for a period of 10 years for persons over 18 years of age.
Citizens of the Republic of Azerbaijan who live in Argentina, Bolivia, Chile, Paraguay and Uruguay, where the embassy is accredited, and whose passport validity period has expired or the pages of their passport are full, who have lost their passport or want to get a new passport, can apply to the consular department of the Embassy for the registration of a new generation biometric passport.
When the passport of a citizen of the Republic of Azerbaijan living in Argentina, Bolivia, Chile, Paraguay and Uruguay becomes invalid or expires, or when a citizen of the Republic of Azerbaijan who holds such a passport dies, the passport must be handed over to the Ministry of Internal Affairs of the Republic of Azerbaijan through the Embassy.
According to Article 331 of the Code of Administrative Errors of the Republic of Azerbaijan, citizens are fined for the loss or intentional damage of the passport of the Republic of Azerbaijan.
In order to obtain a passport, every citizen of Azerbaijan must personally come to the consular department of the Embassy and submit the following documents. For this purpose, citizens are requested to contact the consular department and schedule an appointment.
After receiving a photograph of the face, fingerprints and electronic signature from the citizen in accordance with the requirements of the biometric passport, the documents are sent in electronic form to the General Passport, Registration and Migration Department of the Ministry of Internal Affairs of the Republic of Azerbaijan.
Fingerprinting of a citizen, as well as taking a photograph in accordance with the requirements of the International Civil Aviation Organization (ICAO), is carried out in the consular department of the Embassy (citizens under the age of 15 are not fingerprinted).
The passport is sent to the Embassy through the Ministry of Foreign Affairs of the Republic of Azerbaijan after it is formalized at the General Passport, Registration and Migration Department of the Ministry of Internal Affairs of the Republic of Azerbaijan.
Obtaining passports through the consular section of the embassy can usually take 1-2 months.
Citizens of the Republic of Azerbaijan who have reached the age of 18 must submit the following documents for the registration of a new passport:
- Application - questionnaire;
- 2 photographs (color, dull, size 3x4 cm);
- Identity card;
- Passport;
- Military ticket (original or quality copy);
- Questionnaire about consular registration (if the citizen's passport has a corresponding confirmation about consular registration, there is no need to fill out the questionnaire);
- Receipt confirming the payment of the state fee;
- According to Article 14.1 of the Law of the Republic of Azerbaijan dated December 4, 2001 No. 223-IIQ on "State Fee", the following amount of state fee is charged to citizens of the Republic of Azerbaijan for issuing or changing their national passports.
- for children under one year old - 10 manats
- for children from one to three years old - 20 manats
- for children from three to eighteen years old - 30 manats
- for citizens who have reached the age of eighteen - 40 manats
It is possible to make the electronic payment of the state fee for the registration of the passport of the Republic of Azerbaijan by entering the "Electronic payment of state fees, fines and service fees" box on the official website of the Ministry of Internal Affairs of the Republic of Azerbaijan.https://e-payment.mia.gov.az/portal/index
Note. If it is not possible to pay online, you can make the mentioned payment through your close relatives or acquaintances living in Baku. In this case, the payment is made at the Main Passport, Registration and Migration Department of AR MIA located at 130 R. Behbudov Street, Baku city, AZ 1014 based on a copy of your ID card.
At the same time, according to Article 16.1.2 of the Law of the Republic of Azerbaijan dated December 4, 2001 No. 223-IIQ on "State Fee", a state fee of 25 USD is paid for the preparation and sending of documents at the embassy or consulate for the purpose of obtaining passports. The fee is payable only to the Embassy's bank account at any "Banco Santander Rio" branch in Argentina

If the passport is lost or stolen, a certificate from the police or the relevant authority must be provided;
When documents are submitted for the registration of a new passport by men aged 18-35 with military obligation, a certificate from the relevant military commissariat confirming the right to a military pass or deferment of that person must be submitted. It should be taken into account that new passports are not issued to persons who have passed the date of respite on their military ticket due to their health. If the documents mentioned about military service are not submitted, the new passport will not be issued until the restriction is lifted.
Citizens of the Republic of Azerbaijan under the age of 18 must additionally submit the following documents for the registration of a new passport:
- Application for issuing a citizen's passport to a citizen under the age of 18 - questionnaire
- Original and copy of birth certificate;
- A notarized consent application of both parents stating that there is no objection to the registration of a new passport (if both parents personally
- came to the Consular section of the Embassy for the registration of a new passport for the minor, then the consent application does not need to
- be notarized);
- Original and copy of the identity documents of both parents (passport or identity cards);
- Copy of parents' marriage certificate.
Persons under the age of 18, who have birth certificates issued by the relevant registration office of the Republic of Azerbaijan, must additionally submit the following documents in order to obtain a new passport with an individual identification number:
- Relevant application (in free form) on the opening of an Individual Identification Number by the parent of persons with birth certificates issued by the relevant registration office of the Republic of Azerbaijan. The period of obtaining a Personal Identification Number may last 2-3 months;
- A birth certificate, a copy of the parents' passports, a copy of the document confirming the minor's right to live in a foreign country must be attached to the application;
- In order to obtain a first passport with a Personal Identification Number, persons submitting their documents must also submit a relevant blood group certificate in addition to the above documents.
